What is DREAM Assessment?

The Defence Related Environmental Assessment Method (DREAM) is a free, web-based environmental performance assessment tool developed by the Defence Infrastructure Organisation (DIO) for new-build and refurbishment projects across the MOD estate. It is the defence sector’s direct equivalent of BREEAM, using a broadly similar methodology but adapted to reflect the buildingDREEAM Assessment types, operational contexts and procurement structures unique to defence construction. According to the DIO, DREAM applies to approximately 80% of MOD buildings.

The Government Buying Standard for New Build Construction and Major Refurbishments drives its use, requiring an appropriate environmental assessment method for all projects of significant size.

In cases where DREAM is not applicable, alternative tools such as standard BREEAM may be used – but DREAM should always be the first choice for MOD projects. The assessment covers eight environmental categories: Energy, Water, Waste, Biodiversity, Travel, Procurement, Internal Environmental Quality, and External Environmental Quality. Together, these credits determine the overall DREAM rating.

DREAM Rating Requirements for MOD Projects

The rating scale has four levels – Pass, Good, Very Good, and Excellent. A minimum rating depends on the nature of the project. Projects must achieve a Pass in each individual category regardless of overall score, and the DIO designates certain credits as compulsory at each stage.

Notably, achieving an Excellent rating on a new-build defence project is a demanding target – equivalent in ambition to BREEAM Excellent on a commercial project. Early engagement with an experienced assessor at the survey and design stages is the most effective way to identify the highest-value credits and avoid costly design changes later in the programme.

MOD Building Types Covered by DREAM

Specifically, DREAM structures each assessment around a series of modules, each covering a specific category of MOD building. The framework covers the following building types:

  • Living accommodation – single living accommodation (SLA), family quarters and welfare facilities
  • Hangars and workshops – aircraft hangars, vehicle maintenance facilities and technical workshops
  • Kitchen and dining facilities – catering infrastructure across the defence estate
  • Commercial spaces – offices, headquarters and administrative buildings on MOD campuses

Where a project type does not fall within a standard DREAM module – for example, highly bespoke or classified facilities – the project team can consult the DIO on the appropriate assessment approach, which may involve a hybrid methodology or a tailored credits framework.

The DREAM Assessment Process

A DREAM assessment follows the project through four distinct stages, ensuring the assessment considers environmental performance from initial feasibility through to post-occupancy operation. This four-stage structure is one of the key ways DREAM differs from standard BREEAM, which uses a two-stage design and post-construction model.

Initial Survey

An initial site survey establishes baseline environmental conditions, identifies constraints and opportunities, and sets the trajectory for credit achievement. This early assessment should therefore inform the design brief.

Design Review

Crucially, the design stage assessment is the most critical intervention point. The assessor evaluates the developing design and specifications, enabling the project team to make informed decisions across energy strategy, materials, travel planning, water efficiency and biodiversity. Construction Review

In addition, during construction an assessment verifies that the project team is realising the design intent on site. It covers procurement practices, construction waste management, ecological protection and site management procedures.
