What is a SAP Assessor?

Summary: A SAP assessor is an accredited energy professional qualified to produce SAP calculations and Energy Performance Certificates for new and converted dwellings in the UK. SAP assessors must be members of an approved accreditation scheme to lodge EPCs with the national register. Build Energy employs in-house accredited SAP assessors working with developers and housing associations across England, Wales and Scotland.

What is a SAP Assessor?

A SAP Assessor plays a crucial role in the construction of energy-efficient homes and flats. Working alongside architects, contractors, and engineers, SAP Assessors ensure that new builds comply with energy performance regulations in the UK.

Why are SAP Calculations Important?

SAP Calculations are mandatory for all new build homes in the UK and are also required for many conversion and extension projects. These calculations have been part of building regulations for several years, with updates occurring approximately every four years.

The latest revisions to Part L (which governs the energy performance of dwellings) and the SAP document drive developers towards creating homes that consume less energy.

The Role of a SAP Assessor in Your Project

The process of assessing building schemes can vary based on the type of development. However, the primary responsibility of a SAP Assessor is to ensure that your project adheres to the most current SAP requirements and Part L regulations.

Key Responsibilities of a SAP Assessor:

  • Compliance Verification: Ensure your design meets all current regulations
  • Design Support: Assist in developing a compliant design from the outset
  • Problem-Solving: Explore construction and service options when compliance is challenging
  • Ongoing Advice: Provide guidance throughout the construction process, especially when changes arise
  • Liaison with Local Authorities: Communicate with your Building Control Department if necessary

Documentation Provided by Your SAP Assessor

Your SAP Assessor will compile important reports and documents for submission to your Building Control Officer (BCO). These typically include:

  • Full data inputs and confirmation of the specification
  • Predicted Energy Assessment (PEA)
  • On Construction Report (once the building is completed)
  • Energy Performance Certificate (SAP EPC) for each dwelling

Frequently Asked Questions

What qualifications does a SAP assessor need?

SAP assessors must be accredited through an approved scheme such as Elmhurst Energy, NHER, or Stroma. They complete a recognised qualification covering SAP methodology, building physics and Part L compliance, and must complete ongoing professional development to maintain accreditation.

Are all SAP assessors qualified to work on new builds?

Not necessarily. Some assessors are only accredited for existing homes (EPCs for sales and rentals). New build SAP calculations require a specific new build accreditation, and assessors must be on an approved panel to lodge Predicted Energy Assessments and As-Built EPCs for new dwellings.

Does a SAP assessor need to visit my site?

For new build SAP calculations, a site visit is not normally required at design stage – the calculation is based on drawings and specifications. However, the assessor may need to verify any on-site changes that affect the as-built calculation before lodging the final EPC.

How do I check that a SAP assessor is properly accredited?

You can verify a SAP assessor’s accreditation through the Elmhurst Energy, NHER, or Stroma registers, or by searching the Landmark database. Build Energy’s assessors are fully accredited and can provide their accreditation details on request.

What is the difference between a SAP assessor and an energy consultant?

A SAP assessor is specifically qualified to produce SAP calculations and lodge EPCs for new dwellings. An energy consultant may provide a broader range of services – such as BREEAM assessments, energy strategies or carbon modelling – but may or may not hold SAP accreditation. Build Energy’s team includes both accredited SAP assessors and qualified energy consultants.
